ISPM-15 Explained: What You Need to Know for International Shipping

Published November 1, 2024 • 8 min read

If your business ships products internationally, understanding ISPM-15 regulations is crucial. This international standard governs the treatment of wooden packaging materials to prevent the spread of pests and diseases across borders.

Quick Summary

  • ISPM-15: International Standards for Phytosanitary Measures No. 15
  • Requirement: Heat treatment to 56°C core temperature for 30 minutes
  • Marking: IPPC stamp required on all treated wood packaging

What is ISPM-15?

ISPM-15 (International Standards for Phytosanitary Measures No. 15) is an international phytosanitary measure developed by the International Plant Protection Convention (IPPC). It addresses the risk of introduction and spread of pests associated with wood packaging materials made from raw wood.

The standard applies to all wood packaging materials (WPM) used in international trade, including pallets, crates, dunnage, and other wood used to support or contain cargo. It was first adopted in 2002 and has been revised several times since.

Why Does ISPM-15 Exist?

The regulation exists to prevent the international spread of:

  • Pine wood nematode
  • Asian longhorned beetle
  • Emerald ash borer
  • Other wood-boring insects and pathogens

These pests can cause devastating damage to forests and ecosystems when introduced to new environments. The Asian longhorned beetle alone has cost billions of dollars in control efforts and tree losses in the United States.

Treatment Methods

ISPM-15 recognizes two approved treatment methods:

Heat Treatment (HT)

The wood must be heated until it reaches a minimum core temperature of 56°C for a minimum of 30 continuous minutes.

  • • Most common method
  • • Environmentally friendly
  • • No chemical residue
  • • Code: HT

Methyl Bromide (MB)

Fumigation with methyl bromide at specific concentrations and exposure times.

  • • Being phased out
  • • Restricted in many countries
  • • Environmental concerns
  • • Code: MB

Important Note

Methyl bromide is being phased out globally due to its impact on the ozone layer. Many countries, including Australia, New Zealand, and the European Union, have banned or severely restricted its use. Heat treatment is the recommended method.

The IPPC Mark

All ISPM-15 compliant wood packaging must display the official IPPC mark. This mark indicates that the wood has been properly treated according to international standards.

The mark includes:

  • IPPC symbol
  • Country code (e.g., US)
  • Producer/treatment provider number
  • Treatment code (HT or MB)

Which Countries Require ISPM-15?

As of 2024, over 180 countries have adopted ISPM-15 regulations. Key markets include:

Canada
Mexico
European Union
China
Japan
Australia
Brazil
India

Consequences of Non-Compliance

Shipping with non-compliant wood packaging can result in serious consequences:

  • Shipment rejection: Goods may be refused entry at the destination
  • Quarantine: Shipments may be held for inspection and treatment
  • Additional costs: Re-treatment, storage fees, and delays
  • Fines: Penalties can range from thousands to tens of thousands of dollars
  • Destruction: In some cases, cargo may be destroyed

Exemptions

Some wood packaging materials are exempt from ISPM-15 requirements:

  • Processed wood products (plywood, OSB, particle board)
  • Wood packaging made entirely from thin wood (≤6mm thickness)
  • Wine and spirit barrels that have been heat-treated
  • Saw dust, wood wool, shavings, and wood chips

Best Practices for Compliance

1

Source from certified suppliers

Work only with suppliers who can provide properly marked ISPM-15 compliant pallets

2

Verify markings

Always check for the IPPC stamp before shipping internationally

3

Maintain documentation

Keep records of pallet suppliers and treatment certificates

4

Train your team

Ensure warehouse and shipping staff understand ISPM-15 requirements

5

Inspect incoming shipments

Verify compliance on received international shipments

The Bottom Line

ISPM-15 compliance is not optional for international shipping—it's a legal requirement in most countries. By working with certified suppliers like Austin Pallets and understanding the regulations, you can ensure smooth international shipments without costly delays or penalties.
